This document was provided to the desk of Wyn Larsalor, chief of the Authority of Srenluna office. It contains an estimation from a subordinate as to the scale and scope of criminal operations in the capital city, as well as the major crimelords said to be at the head of the activity. The document was considered secret and only intended for the eyes of individuals inside the Authority of Srenluna office. However, it was leaked to the public by Dyffros, one of the influential figures mentioned in the letter, after he obtained a copy through unknown means.

Honorable Chief Larsalor, Please find contained a summary of my findings with regards to the criminal activity in Srenluna. As requested, I have recorded a summary of operations by the various criminal factions, as well as reports on the individuals in charge of them.

Brothers of the Hand

Leader: Folwin Reyvyre
Background: The Brothers of the Hand are a small clan of assassins, believed to have travelled to Urushee from the United Oprax Tribes shortly after The Collapse. While they act infrequently, they do so with precision, having a notoriously high success rate in their attempts to dispatch influential figures in Srenluna, while we have made no significant progress on uncovering the extent of their organisation or apprehension of anyone other than low ranking members.
It is believed the Brothers of the Hand enjoy an agreement of neutrality among their frequently feuding rival gangs in Srenluna. Their services are considered invaluable when disposing of threats to the underworld, and as such they maintain a pact that they will not target members of other criminal organisations unless a unanimous agreement is achieved between all three of their respective leaders. In practice, this will usually occur regarding individuals that have decided to turn rogue, and is invoked rarely. We believe a meeting between the gang leaders and the Brothers of the Hand is due to take place soon to discuss a target.

Black Blossom

Leader: Caeda Keadove
Background: The Black Blossom are primarily known for their smuggling and dealing activities. You will know Caeda as a disgraced member of our offices, having abused her influence in the city's perimeters in order to reduce scrutiny and bypass critical checks for shipments of goods in order to facilitate her gang's trade as their secret leader. It is believed that two previous incidents of members of our office being assassinated can be linked back to her gang, and are suspected to have occurred due to either acquisition of evidence regarding her role, or obstructing her business. Following her exposure, it was believed that she fled the city, however recent intelligence and interrogations have painted a picture that she in fact remains inside of our city, ruling her group from the shadows.

Dyffros Demolitions

Leader: Dyffros
Background: Previously recognised as an excavation business for the ongoing reconstruction efforts, Dyffros Demolitions was a public-facing company that utilised its operations to make secret exchanges of explosives and weaponry with other Black Market circles. Manufacturing their wares themselves, they would cordon off ruins from other scavengers under the guise of conducting their business with (often legitimate) authority from governing bodies, allowing their dealings to be kept well away from the eyes of the public. The act of camoflaguing this trade with a genuine public service meant the company's criminality went undetected for several decades, before finally being exposed in 1180 by an investigative journalist.
Since then, Dyffros Demolitions, and their titular leader, have run a geurilla operation throughout Urushee. They once had a partnership with Black Blossom for the distribution of their goods, but disagreements over payment cuts lead the two factions to violent confrontations, and any co-operation between them is now done with an air of unease. While Black Blossom focus on narcotics and brings their product into the city by bribery of corrupt officials, Dyffros Demolitions prefers to conduct its business outside of the bounds of the city itself, making it difficult for us to track their exact whereabouts.

Crimson Tongues

Leader: Theodmon Leoran
Background: The Crimson Tongues are a cabal of upper caste socialites in Srenluna. It's not known exactly what their association with the other gangs is, but they are a collection of corrupt political figures and other individuals of wealth that obstruct and manipulate law processes, hampering investigative efforts and attempts to deal with other elements of the criminal underworld. They act as a bridge between the lower class Downtown gangs and the individuals of our capital that refer to themselves as "untouchable", and despite our best efforts, we have been unable to find enough evidence to make a case for arresting any of them. Theodmon Leoran makes no effort to hide his involvement as the group's leader, yet remains firmly outside of our grasp at every turn.
