This document was provided to the desk of Wyn Larsalor, chief of the Authority of Srenluna office. It contains an estimation from a subordinate as to the scale and scope of criminal operations in the capital city, as well as the major crimelords said to be at the head of the activity. The document was considered secret and only intended for the eyes of individuals inside the Authority of Srenluna office. However, it was leaked to the public by Dyffros, one of the influential figures mentioned in the letter, after he obtained a copy through unknown means.
Honorable Chief Larsalor, Please find contained a summary of my findings with regards to the criminal activity in Srenluna. As requested, I have recorded a summary of operations by the various criminal factions, as well as reports on the individuals in charge of them.
Brothers of the Hand
Leader: Folwin Reyvyre
Background: The Brothers of the Hand are a small clan of assassins, believed to have travelled to Urushee from the United Oprax Tribes shortly after The Collapse. While they act infrequently, they do so with precision, having a notoriously high success rate in their attempts to dispatch influential figures in Srenluna, while we have made no significant progress on uncovering the extent of their organisation or apprehension of anyone other than low ranking members.
It is believed the Brothers of the Hand enjoy an agreement of neutrality among their frequently feuding rival gangs in Srenluna. Their services are considered invaluable when disposing of threats to the underworld, and as such they maintain a pact that they will not target members of other criminal organisations unless a unanimous agreement is achieved between all three of their respective leaders. In practice, this will usually occur regarding individuals that have decided to turn rogue, and is invoked rarely. We believe a meeting between the gang leaders and the Brothers of the Hand is due to take place soon to discuss a target.
